One would be tempted to believe that once a country has joined NATO, or has come reasonably close to joining, problems in the security sector must have been solved, or have come close to their being solved. This view, however, does not even hold for the established NATO member countries, nor for other old European democracies, and one would be illadvised to believe that things should be different in Central Europe.
