International Seminar

Wien, 24. September 2001  - This International Seminar will be hosted by the National Defence Academy, Vienna, and conducted in cooperation with the Center for Civil-Military Relations, Naval Postgraduate School, Monterey, California.

Seminar Description

The new security agendas demand new instruments and strategies. The prevention of conflicts, crisis management, peacekeeping and peace-support operations, along with humanitarian intervention and disaster relief, turn away from classical national defence against immediate threats from the outside. They will rather take place in order to safeguard common interests in a regional, if not global perspective. The comprehensive challenge of security, encompassing dimensions like human rights, political stability and democracy, terrorism, social issues, environmental concerns, cultural and religious identity as well as the proliferation of weapons of mass destruction, humanitarian crises and shortage of vital energy supplies, makes traditional military strategies less relevant. The seminar shall "examine" the dimensions of change in the security landscape as they result from international as well as from domestic scenarios in the post-Cold War world, with a focus on the ensuing consequences for the military establishments. In particular, issues of new roles and tasks of the armed forces, the impact of social-political changes on the image of the soldier, challenges to civil-military and, above all, political-military relations including communication and media-relations, and possible inferences for military training and education, shall be discussed.

Seminar Objective

This multi-national seminar is intended to meet the interests and needs of all those civil and military experts who are concerned with or affected by the processes of the reorganization of strategic conceptualizations and military structures. In the established series of civil-military relations seminars, this event is meant to further develop the mutual understanding and ability for efficient civil-military cooperation in all fields of political counseling, decision-making processes, and educational efforts. As always, the seminar reaches out to politicians, civil officials, legislators, senior military officers as well as non-governmental personnel such as executive members of NGOs , journalists and academics who want to enhance their expertise in this respective field.

Administrative Details

Participants are responsible for all their travel and lodging expenses and should arrive no later than October 16, 2001. During the symposium, participants will have hotel accommodation in the immediate vicinity of the National Defence Academy or at its lodging quarters. The price for a single room (breakfast included) at the hotel will be ATS 800,-- (approx. US$ 60,--) and ATS 1470,-- (approx. US$ 110,--) for a double room. A single room at the lodging quarters (breakfast included) will be ATS 150,-- (approx. US$ 11,--). Upon registration, a detailed description of directions to the conference site, the hotel and the lodging quarters as well as further information on the seminar will be sent to all participants in due course. Due to PfP-Regulations, a conference fee of ATS 2.500,- (approx. US$ 172) will be charged per foreign participant for the entire seminar (ATS 800,- / approx. US$ 55 for one day participation). Guests who require visa are advised to see the diplomatic representative of Austria in their country prior to travel.
